President Ronald Reagan nominated Sandra Day O'Connor, a historically anti-abortion judge, to the Supreme Court in 1981. Reagan nominated O'Connor in the hope that small steps might be taken toward reversing Roe v. Wade, the 1973 court decision that legalized abortion. Additionally, in Congress, pro-life advocates such as Utah senator Orrin Hatch endorsed legislation to restrict funding and make access to abortion more difficult, as in a 1985 bill that would have prevented federally funded family planning clinics from referring clients to abortion clinics.
