Early in his administration, President Ronald Reagan made "the war on drugs" a high priority. In 1988, Congress passed the Drug-free Workplace Act, which required recipients of federal contracts to test employees for drug and alcohol abuse. At first, workplace drug testing was promoted only for industries where a drug-abusing employee could present a safety hazard, such as construction or transportation. Over time, however, drug testing has become more commonplace in white-collar workplaces, as well as correctional facilities and public schools -despite a lack of evidence confirming its effectiveness.
