The Voice of America, a radio program developed by the United States Information Agency (USIA), was first broadcast in Europe in 1942 as an alternative to Nazi propaganda. On February 17, 1947, listeners in the Soviet Union were able to hear Voice of America's first radio broadcast in Russian. It was difficult to determine the number of citizens who tuned in via shortwave radio; estimates varied from as low as 200 to as high as 10,000 people.
